The NSA activity logging must be pretty poor if it can be bypassed. One would think that the number of people that can affect logs/logging would be very small. If Snowden was one of them then the NSA is totally incompetent IMO.

It doesn't sound very "compartmentalized" to me... at least in the sense that "compartmentalized" applies in the classified world. Nobody who's not explicitly read into a specific program should have any kind of access to it, by definition.
