They both use the common ookla flash test tool.
Testing to other servers like LA, SF, and Denver doesn't really show the throughput within the region. For instance, I would consistently get 5.8mbps down using the LA and Denver tests, but I would get 23mbps using the Portland and Seattle sites. That's off by a factor of 4! Obviously, there is some bottleneck in the backbone going to LA and Denver that isn't present locally or to Seattle. Bottlenecks outside of the ISP's backbone connection aren't really something the ISP can control, so to show the reduced result in the stats doesn't reflect the true throughput they offer.
Doing this would make the tests from the Pacific Northwest much more meaningful.
