speedtest.comcast.net/I know shaperprobe is normally the "tell-all", but it doesn't report accurately for me. I get the same results as you posted, whereas normal test sites report accurately. Just wondering.

You may want to reconfigure any splitters & check all cable/cable ends to raise your downstream & lower your upstream proportionally.
