Is there a way to create a community in-house channels if you have
a commercial dish installation?

TIA

What specific receivers, distribution equipment, and set-top boxes are you dealing with?

I don't have an answer for you specific to Dish, but what you want to do is called channel insertion. On regular CATV or MATV, you first filter out one incoming channel from the cable or antenna with a notch filter. i.e. if there's no open space you sacrifice that one channel.

Then you connect a channel modulator to the system to insert the channel. The modulator is connected to your source camera, computer, DVD player, etc. This usually requires some calculation and measurement of signal levels and padding or amplifying to keep the levels within a reasonable range.

So you'll get the best answer dealing with someone familiar with your system. If you post model numbers and config info here, somebody may know or be willing to do some research.
