All TPIAs will have that "riding on top" model forever because the cost to run a "third wire" to the home is just TOO expensive and the airwaves could not support the bandwidth for the number of people who would use it.
Even in the USA where competition is deemed to be the cornerstone of business, there are precious few areas that are "overbuilt" for cable, let alone telephone. I believe RCN did in select markets for a while, but very few.
There just isn't enough population to overbuild in Canada.
