Why isn't there a cable company? Or are all of the houses seasonal anyways?

Because it's an island with few residents. Not worth the cost of deploying infrastructure.

Some are seasonal while some are year round. As to the cable company (CV in this case) they have been refused access to the bridge connected to the island so they can not run cable to the island. See details up-thread.
