Tabs on bottom Firefox 23.0.1

A fresh install of Firefox 23 no longer has browser.tabs.onTop in about:config. It is no longer in the view menu either. Google was no help other than to confirm it is no longer available on fresh installs. If you had browser.tabs.onTop previously set to false it remains in about:config when you upgrade but not on a fresh install.

Does anyone have a solution or a work around to get tabs back on the bottom?

You can enter a new Preference Name in about:config by right-clicking one of the existing Preference Names. Choose New, Boolean. Enter browser.tabs.onTop as the new preference name, give it a value of false, and click OK. Restart Firefox. Do you see Tabs on Top in the View, Toolbars menu now?

New install with new, default profile:

No. Long story but this was a restore in a VM. It took the Firefox install all the way back to 9.0. I had to update twice to get to 23.0.1. The default profile from 9.0 was not replaced. Googling that reveals that if you have not made that about:config change before you update it will not be in your new install. At least in my circumstance that information proved reliable.
