Low Upload, 1.5Mb/s - On Turbo 30 - St. Catharines

I was having trouble uploading some pictures, so I did a speed test. Reset the modem after calling in, and then was put on hold for 1 hour, after which I hung up.

Problem still persists, with or without router. Suggestions?

--> I haven't downloaded, or uploaded anything extreme in the past 4 weeks. I'm like 1/9th of my bandwidth cap. I don't know why I would be getting throttled if that was the case.

I've had a weird upload issue as well on Turbo 30, in Oakville.

The issue is there with or without router, and what happens is...the upload speed slows down to a crawl, making even browsing difficult.

When doing a speed test, if everything is normal, I get the usual 30 down 10 up.

When the issue is there, I get down at 30...but upload gets stuck at "connecting" on any server on speedtest.net and does not even start. Uploading something to Facebook for example just doesn't even finish.

I called in the other day, reset the modem...it was ok, but the issue (whatever it is) appears intermittent.
