Transparent Server Analysis for ISP

Hi,

Our ISP has been using a transparent bridge/proxy which is not discoverable by tracert command. It can be discovered using tracetcp only.

Now, I want to know why are they using it? Is there some kind of spoofing going on?
The ISP offers youtube cache and btcache (Bit torrent Cache).

Please help me find out.

So the question is what port(s) / protocol(s) this proxy is intercepting on?

As you said, your ISP already has a youtube and torrent cache... from an ISP and overall network perspective,
caching content locally, relative to your userbase, is an idea way to save on uplink / transit / peering / etc
costs. Hardly what I'd ascribe malicious motives to, myself.
