I just found this and wonder if this part has seen action:
The Utah Public Service Commission has issued an order approving the pending merger between CenturyLink Inc. and Qwest Communications.
After a review of the transaction, the PSC said it determined the merger is in the public interest.
As part of the review process, the companies committed that once their combination is completed they will invest a minimum of $25 million in broadband infrastructure in Utah over the following five years.
It doesn't feel like anything has changed for the positive in Salt Lake.  |

Guess nobody specified how it was going to be paid for. :P |

 | I didn't realize that about the 99 cent fee. Now the other question is whether CenturyLink is actually investing that into the infrastructure. |

I'm often looking at an SNR of 0 to 3dB and constant disconnects. |
