If you haven't tried it already, factory reset the modem and see if your speeds and latency come back to normal.
If you still see similar behavior, connect your computer directly to the modem via Ethernet, power cycle the modem and then see if you're still getting high latency and slow speeds.
If you are, check all programs that are open and see if anything is running that would cause a slow down.
After all that, if you still can't find the cause of the the slowness, give a call to Start's support (or email).
May want to call first though if you want to speak to a rep tonight, their hours are 8AM - 10PM weekends.
If you're on the unlimited plan and have gone over around 20GB so far tonight then you might be prioritized, but if that isn't your case feel free to PM me your account # and I can take a look.
I'm all for this slower speed stuff but I'm getting 5 to 8 here if it's that bad that is right BS. I mean even half speed I could live with for a few hours but those speeds hell no.

But just to clarify, the unlimited plan isn't a dedicated service. Our CBB costs alone are $14/Mbps, so using it as even half-speed dedicated at 25Mbps would be $350/mo to Rogers just for capacity. Our $10 unlimited option is for people to not worry about caps rather than running it 24/7. The scope of the impact is pretty low, ie likely only on the odd Sunday night for maybe an hour or two and only if you've done some pretty heavy downloading during peak.

You are correct that it's a busy Sunday night - one of the busiest I've seen in a while, ie similar to the first day back to school delta. Higher speeds are going to see higher fluctuations, ie cable is shared technology and isn't guaranteed top speeds at all times on all nodes in all regions..

One is lag to one particular site but good speeds, another was poor speeds but I suspect that they were in the prioritization adjustment (we had 31 people make that queue tonight, some with over 100GB so far today), and one result against an Oakville server.
During the same time we had other people post full speeds as well. With cable it's not quite as simple as "It's Sunday so Start is overloaded" because that's not the case. The advantage of cable is the awesomely faster speeds at really low prices, the disadvantage of cable is that it is less consistent during peak times. We're pretty good at making sure people get full speeds at any time, but there is going to be the odd instance that isn't the case for a short period of time. That's just the reality of the product.

Start has been good since I signed up in Jan, the longest no BS cable service.
Being the early Tek customer of their cable service in summer10 on Docsis2 and its 100->300->500Mbps->1Gbps BS upgrade cycle, I got burned by the Doc2 single channel congestion as well as the preventable global congestion. Gave them another chance using a Doc3 modem, it's good for 2-3 weeks and then bad for every 2-3 months. My 1 hour Sunday peak time result are no where comparable to the past, constant >10% packetloss on the first hop from afternoon-peak, and maybe 5% in the non-peak 2-8am windows.
My Aug10 first hop PL. Actual PL% on destination server are comparable.
I'm not mad or nothing but if this control speed stuff sends my speeds to 5 to 9 down that is a bit extreme. Maybe it was the speed control stuff or not but we'll see what happens in the future. First time it ever happened to me.
Speed test are decent on my 150/10 but newsgroups are super slow maybe 5-10 mbps
on Astra? Astra seems to always get really slow on Sundays regardless of the ISP. when it gets slow on Sundays I've tested it with 2 other ISPs and my collocated servers on HE.net in NYC and OHV and still seeing issues.

for what it's worth, Sundays are some of the busiest nights, so maybe you could simply avoid doing >10GB on Sunday so you don't get marked as going over the daily 'softcap' for unlimited packages, but the rest of the week is likely fine since you've never noticed it.
well we'll see long as it stays on Sundays no big deal. like I said hell they can half my speeds but damn at 5 to 8 I was not even able to hold a HD stream on a streaming serve.
