[Internet] Random internet slowdowns

I get random internet slowdowns periodically. Instead of my normal 15mbps, it will drop down to something like .25mbps. It will stay this way for 15-30 minutes and then begin working normally again. Sometimes it happens multiple times in an evening, sometimes several days in a row, but it has also gone a week without showing the issue. This only began maybe 6 weeks ago. I've tried different modems. Techs have been out and say everything looks good. I'm having a hard time getting TWC to do anything beyond continuing to send techs out who look at signal strength and throw up their hands.

no not yet. Still stuck at the early stages with Tier 1 support. Modem was replaced and a tech confirmed that the line is ok. My link from the modem to the concentrator on the street (whatever the correct technical term may be) never drops but IP packets get lost or stop being transmitted when this happens. It feels like a backbone that is 100% congested but then this also happens during the day.
Even during the day ping times aren't that great in comparison to my comcast cable in a 2nd location.
