System light (HN7000S)

Sometimes all of the lights, except for the Power light, are off. I call tech support. After 30 minutes of trying to convert me to Gen4 they suggest buying a new modem ($154). Within 8 hours the lights come back on except for the System light. On the System page, The Site ID entry says "Not Commissioned". I call tech support. After another 30 minutes of trying to convert me to Gen4 the System light comes back on and the Site ID entry is my usual Site ID and everything works OK. This has happened 4 times in 2013. My question:
Is it them or is my modem going bad (bought March 2008).

Neither. The first modem perhaps, but the second one acted normally. The System LED won't come on until both the TX and RX LEDs are illuminated on a commissioned modem. On a replacement modem, the System LED won't come on until successful commissioning. What the second tech walked you through was the commissioning process.
