Is my SNR too low?

I just had service set up yesterday for 40/5. I checked the modem status and I'm only connecting at 31347/899 Kbps. I checked on my signal level and this is what I have.

Will they even check this if I complained, my last DSL service with them was 1.5/750 and that was a couple years ago.

6 dB is the minimum the DSLAM is configured to train at, which is why you are training at those speeds (it'll drop the speed to the highest possible while attaining that 6 dB SNR). That is definitely a problem.

I suggest first connecting the modem to your NID (the box on the side of your house) to eliminate inside wiring as a potential issue, and if you still cannot attain the full 40/5 rate, have them send a tech.

Ok, there is a phone jack I can plug the modem cord to in that box? I have never opened it before. Also out of curiosity, I looked at the signal level at work and wow, what a difference. This is only a 15/5 connection but it looks maxed out 15871/5120 Kpbs.

Yes, in any modern NID there should be a test jack. Normally your inside wiring is plugged into that, but it's designed that way so that if there's trouble, the end-user can easily disconnect the inside wiring and plug in a single device (whether it be a phone or modem) to determine if it's the telco's fault.

(If it's a really old installation it might not have an NID, or at least not one with a test jack. If that's the case then just call repair for them to both replace the NID and also check the DSL signal.)

Here's some good info on it: »How to test at the nid/sni/gray test jack - the Qwest NIDs are the same concept (flat-head screw on the customer side, then just unplug the jack and plug the modem in).
