iTunes Windows backup issue?

Okay after doing a hell of a lot of poking around, I think I've either got a corrupted iTunes install or I'm missing a setting somewhere in iTunes to prevent it from swallowing gigabytes for backups without ever releasing them.

Here's the scenario:

I was looking to upgrade to Win 8 Pro from Win 7 Ultimate but found myself running low on space on my SSD drive, so I start reading up on things that might be consuming space. I delete programs etc. and yet I'm still at only 9GB free on a 120GB SSD, which I know can't be right.

Then I read a suggestion to check the User/AppData folders and start going through them. Find a lot of little files from Windows 7 error reporting going back several years (why those never get deleted after a certain period of time is a mystery) but then I go into the Apple directory and the backups directoy.

I find backups going back to 2011, each consuming about 9GB of data apiece. I kill everything but the two most recent backups (to no ill effects so far) and get back an additional 31GB so now I have 40GB free and can setup Win 8 Pro.

I'm running the most recent iTunes Windows version. Has anyone seen this type of behavior? Am I missing a setting to prevent this from happening again without going in and manually culling backups to free up space?
