Network problems from Phoenix area?

I've been having really slow speeds on out-of-area speed tests recently. Local tests on speedtest.net to Scottsdale or Tucson from Mesa are running better than the 30/4 I have on my SOHO account. Using test.lvcm.com this morning reported 4.18 by 1.84. Using speedtest.net to Dreamhost in LA was 4.10 by 2.47. These tests were at around 5:15 am so I doubt that the network was saturated. I have called tech support and they say everything looks good when they look at my modem. This has been going on for several days. Is Cox having a problem getting out of Phoenix?

Haven't seen anything on the forums about performance issues in AZ, but perhaps it just started occuring. You said "the network was saturated" did you mean your work network or Cox network? Have you tried connecting direct to the modem and running a speed test then? Do your manage your network or do you have a IT?

I have a gigabit lan in my office. 3 people, so no congestion here. Going straight to the modem does not make any difference. I installed and manage my own network. I'm a consulting electrical engineer with experience on the lan side.

By network congestion I was referring to the connection from Phoenix to Los Angeles. Since speeds to locations on the Phoenix Cox network are OK but speeds to locations outside the Phoenix Cox network are very slow I'm thinking that the problem is on the national side, not in Phoenix.

It almost seems like your modem isn't provisioned for 30/4. When was the last time you got your speeds? Anything new since then? Also what are your signal levels?

That's from cox in phoenix to dreamhost in LA.. Seems fine to me.

I re-tested to Dreamhost LA. Ping 24, Down 28.64, Up 1.12. test.lvcm.com is 22.8 down, 1.05 up. Both tests were run between 3:00 and 3:10 pm. What I'm seeing is wildly varying speeds. Sometimes OK. Sometimes not. Mid-morning I was seeing about 1.5 up and 7 down. The modem is provided by Cox since this is a SOHO account.

I tried going direct to the modem with my laptop (I can't just bypass the router because my network is class B assigned addresses, not DHCP) but I could not get a usable test from Dreamhost LA. The one time it almost ran the download test started great at over 30 but after a couple of seconds the green graph dropped to near zero and stayed there for over 15 seconds before I cancelled. On all the tests I've been running the graph has shown the speed jumping between high and low, not staying steady.

Back to the LAN and retest to Dreamhost LA is 1.70 down and 1.15 up at 3:55 pm. Testing to Tucson is 28.83 down and 22.53 up.

Cox support tells me the modem is properly provisioned and that the levels were fine. Modem details are:
