The high overage is so you DON'T go over. Only a dummy would go over by 4 GB knowing it's going to cost them $60. So no one does. Would you be more likely to go over it was $1 per GB overage? Yep and so would MILLIONS of customers. Thus Verizon would rake in BILLIONS in overage fees per year. I doubt they are doing that currently. Verizon doesn't want you to go over because the network can't handle all the data.

Why not go read up about all the complaints about speed issue I places like NYC. And most Verizon customers aren't even on unlimited data. Imagine how much worse it would be if it was. I'm not sure why people think mobile data is some unlimited resource that work on magic.

Considering how much profit they make per gigabyte if it was just $1 per gigabyte if it was a true free market I think they would bust ass to make it happen if it was a true capacity issue.
