Look at the trace further, ICMP is De-prioritized on that router. The hops after that are perfectly fine, it's not a routing issue.
If each subsequent hop was higher after that, there would be an underlying routing issue. (I'm a network engineer by trade)

You are absolutely right.
Myself I get 33 36 43ms to that 64.125.31.206 IP. 2nd and 3rd try gives the same +/- 5ms.
