I have a 1988 f150 straight 6 with a 5 speed manual transmission. I get great gas mileage almost 30 mpg highway but I need to do some heavy hauling it's weak as water I don't think you can chip that early of a model. any ideals on how I can get more hp?

You need torque to get a heavy load going, not horsepower.

Yes and inspecting the cylinder walls and valves is easier since you can just stand up in each cylinder instead of using a bore scope.

The smart advice is get a truck suited for the load you tow.
If that doesn't suit you, look into changing the rear axle gear ratio.
What is you current rear axle ratio? (axle code is noted on the driver door sticker near the latch.)
How many RPM do you run at highway speed?
What tranny do you have?

The 300 CID I6 doesn't have a whole lot HP, but it has quite a bit of low end torque. If you have a 5 speed, that should be a ZF-5, and that one has a granny 1st. You probably have a rear end with 3.08 axle ratio.

If it's just a one time event, just shift down and go slower if you feel you don't have enough power. If you expect to do it regularly, you could either install a 3.55, 3.73 or 4.11 rear end. Alternatively, you can get 2 tires for the rear with smaller diameter and use them when you tow.

I'm assuming you don't have 4WD, because if you do, 4LO should get you more than enough towing power.

He will get 30 no problem. (downhill anyway) Im more worried about him being able to stop whatever he is pulling. If hes getting 30 mpg his is going to be the two wheel drive version so he wont be having 4 low.
