Charter Spectrum → [CATV] HD Local Channels won't come in, Anderson SC

I've got a HD DVR box and all other HD channels work perfectly. Local channels, however, do not. I can get the local channels in SD, but not HD. I get a message that says that the channels will be available shortly, but they never are. The rare instances when the channels "came in" it was a constant choppy feed (both audio and video). I've refreshed the set numerous times. Just wondering if this is a known issue around the area or could it be a single issue with my set and service?
