Because they don't want pay as you go smart phone to get data unless they signup for a $50+ monthly data package (it's really not pay as you go anymore, if they do )
for the minut amount of data I would likely use I'd be happy to pay their "outrageous prices" IF I could get it on the 10 cents a minute plan.
But it's no longer an option.
