It depends on the agreement the network has with Comcast.
If you watch the listings for a specific show you'll see that (if there is an agreement to do so) Comcast puts up what is basically a dump of the live feed of the episode the day after it airs, commercials and all. Those are also usually RR/FF locked.
Then after about a week that episode is pulled from the list, within a day or two later it will reappear, but this time without the live commercials from the original broadcast and it will have fewer (or no) commercials, and those adverts will be specific to the network it come from. Also once it ceases to be the newest episode, some networks will then allow you to RR/FF.
