Input on Modem Stats/Tracert

For the last while I have noticed between 21:50 and 22:30 (almost consistently) I seem to be running into issues where I experience high packet loss, slow speeds to the point of almost 0.25Mbps with ~45% packet loss and this eventually clears itself up within 10 to 15 minutes max.

I've started by disconnecting essentially the entire household (phones, tablets, etc) from the network short of:

1) Router (AirPort Extreme)
2) XB1
3) VBox
4) Home Theatre (it won't let me disable wireless and is driving me nuts!)

Note this was occurring before I had the XB1 so while I intend to run the VBox direct to the TV, I'm fairly confident this isn't the issue.

When this happens speeds are around advertised beforehand, then I start to notice the packet loss (first indication is IPTV freezing, or g/f saying her laptop isn't refreshing pages), and ultimately the speed drop, but when it clears itself up a speed test to multiple sources shows at least 20Mbps again so I'm pretty sure this isn't a capacity issue with VMedia/CIKTel. I have attached my modem stats which were captured at the time this occurred last night. I had to use my work laptop so I don't have WinMTR installed (will do that at work today) so this tracert is the best I could get at the time:

At this point I am leaning towards:

1) Something left on the network is slamming the router/modem, but logging on the AP Extreme is all but non-existent. I'm suspicious of the smart theatre because I used to have issues like this while still on Rogers (up until Oct 31 of last year), around the same time, but again it has no option to outright disable the wireless. That's what I get for buying a router my g/f can fix if I happen to be out of the house .

2) Congestion on the node, but it seems odd that it clears itself up so quickly if this were the case.

3) The router. Why it would be doing this I'm not sure, I power cycled everything this morning to see if it occurs at a different time with a reboot out of curiosity.

Before I go down the path of trying to figure out what internal to the home could be causing this, I wanted to get some input based on my modem stats (which I think look fine) and the tracert (I'll have more substantial output if it occurs again tonight).

Here's the WinMTR output direct to modem. Speeds are fine (24.7Mbps/1.98Mbps), loss seems a little high for being 18:30 does it not?

This means your problem is likely between devices in your own home. The 10.x.x.x network is private and not routed on the Internet itself.

Ya i noticed when running mtr behind the router it was slow as well. Direct to modem was slightly better but not by a large margin.

I could be wrong, but couldn't 10.121.26.1 be the first hop in VMedia's network? As in the first hop outside his own network?

To me it looks like 10.0.1.1 is his router.

That is my router. Hop 2 should be the cmts should it not?

Ok it was fine last night and tonight speeds are under 5Mbps and packet loss, past my router, is ridiculous. This looks like congestion:

Should note only thing on the router is my work laptop (secured to hell, needed IT permission to get winmtr to run) everything else is shut off.
