High pings and packet loss to default gateway

Ok, so I have been experiencing intermittent connection loss and slow responses from multiple PCs in my house. Unusual for my service and I've narrowed it down to an issue with the default gateway.

(when I say perfect I mean sub 10ms and 0% loss)
Pings to modem - perfect
Pings to DNS - perfect
Pings to default gateway - Average 300-500ms and 5-15% packet loss. Lots of timeouts.

What's the first step in troubleshooting this?

I've got brand new Cat6 throughout the house, a cable modem less than six months old a DOCSIS 3.0 modem less than six months old, and a router that is about 2 years old and has never given me an issue.

Should I give WOW a call? Is this on their end?

Also need to add that for the purpose of testing I've disabled all firewalls, anti-virus, and ICMP blocking.

In most home based scenarios, the default gateway IP is in fact going to be that of your router. Is the default gateway you're referring to the one listed when looking it up on a PC on your network? (probably something like 192.168.x.x?). Or were you referring to the default gateway listed elsewhere by the cable modem that would have an external IP?
