front lower spoiler/rubber coming off 2002 Civic

I have a 2002 Honda Civic, and over the years, the "front lower spoiler" always comes loose, usually due to the snow. I'm speaking of the rubber part that is below the bumper. It comes loose over snow, if I ever parked too closely to the curb, etc. To put it back on, you have to slide it back into the grooves, but at this point, the rubber doesn't easily slide in any more.

Can I just take it completely off or is it needed? Obviously, I am assuming that Honda wouldn't have designed the car with it if it wasn't needed, but what exactly is it used for, and how important is it? What would happen if I removed it?

It creates a low pressure area behind it, that will help to draw more air true the radiator for cooling.
