Apple → Installing iPhone theme on non jailbroken device?

i would like to install an iPhone theme such as this one »www.wallpapersforiphone. ··· own.aspx However i don't have my system jailbroken, can somebody let me know if this is possible?

You can change the background, but not the icons without jailbreaking.

In the case of that particular wallpaper, the skull "icons" will show up where you DON'T have any apps on that screen. So for example, if you have JUST eight apps on that screen, the rest of the screen will be filled with those skulls instead.

With ios7 that style of wallpaper doesn't work anymore.

Sure it will, you just have to turn on "Reduce Motion" under Settings>>General>>Accessibility. Then it will work just fine.
