Reinstalling the os over this?? At best this would be between chrome, and your nvidia drivers, if not just a chrome issue. If this first thing you did was reinstall the os you need to try some basic troubleshooting first next time. I've had the same os install for many years on multiple computers, never reinstalling once without issues provided the hardware didn't fail first.
Are you using nvidia drivers provided by windows update, or from the website, along with what version are they? For how old that card is parts of them are bound to be legacy support at best at this point which might be part of the problem. At least the most current drivers are 332.21, however other components have their own version number.
Does any hardware acceleration work in Chrome? I can't be sure how well that card would perform on webgl demos. Do those same webgl demos work better in Firefox than in Chrome?(Not all chrome demos work in Firefox)
