What do you think is going on?
Basically, I'll try to keep it short.
I used to have "Turbo 14" package. This is the highest speed I can go in my area (Trenon, ON). I was happy with the speed (Was getting 1.8-1.9mbps at peak), but, at the time the limit was 80gb, I believe. This is definitely not enough, for me and my roomate. We wach Netflix every day. We average about 300gb/mo. Mostly netflix, few downloads here and there (He didn't work for a while, so yeah, tons of Netflix).
Then, limit increased to 125gb. This did nothing to help from paying $127/mo (71$ + $57 in overages). Since Cogeco has a monopoly in my area for any decent speed, i was forced to get their business package.
I have contacted them, and their tech said he would sing me up for the business plan with 16mbps/2mbps speed and 400gb limit. I would have to pay $45 "Service change fee". So the speed would stay the same, my data would go up, and in the end, I would pay $107 total / mo., later the data went unlimited.
Fast forward to today. My speeds peak at about 1.4-1.6mbps, so it's a bit slower than before, but overall, not a huge deal. We can both still watch Neflix in HD with no slow downs. However, I decided to check out their website to see what exactly they have to offer, and based on my monthly bill, $95 pre tax, I am paying them for "Business 28" - 28mbps/10mbps speed package, while getting the "Business Starter" services.
Based on their "recommendation" I've went ahead and got, what I thought, and what I was told, is the fastest package available to my area. I knew I'd be limited to 16/2, and so did Cogeco, they told me this multiple times, but they signed me up to the second tier package, while selling me the lower one's services.
I know I should have looked into it a little more, but I feel so cheated. I have sent them an E-Mail, I'll wait for their response, but this cost me over $120 so far. :-(

Believe me when I say, that you're not locked into their services.
You can change. There are Third Parties that will offer competitive prices for the same services. Just check this out....
20/10 for $40, or 30/10 for $50. with 150 and 200GB on download Caps
I don't use Netflix, but with the unlimited downloads between 2am and 8am, you can shift at least some of your internet usage during those times.
In addition to that, you're not sharing any upload/download bandwidth caps.
Finally, what might also be happening is that if you're not using a router in between your networked computers and the cogeco modem, cogeco will track traffic between computers.
