Charter Spectrum → [Speed Issues] Slow upload speeds at night/early morning

For the past month my internet connection loses all ability to upload from 7pm to 7am every night. I had a a tech visit not too long ago and he found no problems which he obviously wouldn't since my connection is fine during the day. I'd post a speedtest but none of them complete including Charter's own. Download speed seems to remain unaffected.
