It seems to me CDNs have been avoiding congestion for many, many years and there is no reason Netflix can't fix this for their customers.

You've just described tactic #9 from the peering playbook




Remember, when two providers decide to peer they both do it selfishly, and unload as much of the burden(real or artificial) to the other party as they can get away with. In the business world there are no wholesome charities that will subsidize your operation.

A good question to ask is why isn't Netflix diversifying its delivery routes to Verizon across multiple transit providers instead of relying on a few so-called Tier 1 providers that have proved to be utter fail? If the whole entire internet can find a way to link up to Verizon in some way(transit, peer, etc), why is Netflix having problems managing this?
