Charter Spectrum → [HSI] cable, phone, internet down

i have two customer's complaining within a block from eachother in burbank, ca.. no tv, no phone, nothing, charter had identified the outage at 12 PM PST 4/8/2014 and it's still not back up. there is literally nothing when tcpdumping the interface, no dhcp, no arp, nothing.. and tv doesn't work.

Yes, things are definitely still down in downtown Burbank as of this 8:45am PST today (4/9/14).

They just came back up an hour ago. Not sure what happened.

I guess it was a national outage. Last time this happened here a router barfed (when it was Bresnan). Took out services in all 4 states (MT, WY, UT, and CO).

It's interesting because a number of large cable and telco providers are having large outages all at the same time, I wonder what exactly is going on?

That would imply a backbone issue and not an (endpoint) provider issue.
