just curious what this might mean? presumably a version number for the quality-of-service algorithm used by the modem?

Yes its the QoS version. As far as I remember there isn't anything newer than QoS 1.1 for DOCSIS.

Docsis 3.1 might carry a new QOS version since it plays a bigger role with Active Queue Management and the whole function of Orthagonal Frequency Division Multiplexing (OFDM) making itself more data efficient versus ATDMA

Yes, but since Docsis isn't prone to all the interference that public wi-fi is, it poses to be more efficient over existing modulation schemes. That is why 4k QAM is do-able.

So you saying the smarter idea is to wait to upgrade a 3.0 modem for when 3.1 comes out?

No. Get a 3.0 modem now. 3.1 won't get to customers for 3-4 years.
