[Speed] reason for lower-than-expected diffprobe "median received rate"

DiffProbe release. January 2012. Build 1008.
Shaper Detection Module.

Connected to server 203.5.76.164.

Estimating capacity:
Upstream: 22875 Kbps.
Downstream: 113103 Kbps.

The measurement will take upto 2.5 minutes. Please wait.

Checking for traffic shapers:

Upstream: No shaper detected.
Median received rate: 22437 Kbps.

Downstream: No shaper detected.
Median received rate: 78698 Kbps.

For more information, visit: http://www.cc.gatech.edu/~partha/diffprobe

on the "100/20" BCI tier, tested straight into an SB6141. any idea why it's only a ~78 megabit download rate, but ~113mbps "estimated capacity"? normal?

Either they're still upgrading your area or the SP program doesn't work for you. Johkal has the same problem and reads as 25 only, when he has 105/10
