TPIA and Business cable plan

Videotron offer 12 and 30 mbps upload on their business plan. However TPIA (Ebox) doesn't seem to be able to get them is that normal according to last years CRTC ruling?

There's no tariff filed for the plans. Until videotron files a tariff they don't have to give them to tpias

Is there anything that force them to file a tarrif? Otherwise they could not file anything to prevent tpia?

Unless the CRTC is pressured by TPIAs to rule in their favour, no, there is nothing that can force them to give new services especially if it's show that the incumbent can demonstrate something that is technologically innovative that it is not part of the existing product.

For example, Bell has been installing FTTH and FTTN services. There is no FTTH tariff and it's technically innovative outside the scope of the existing arrangement, so it's not available to TPIAs. FTTN was originally also considered so, but since Bell has been moving customers in droves to FTTN services, they can't claim that it's technologically distinct from the GAS services currently available. so they're having their arm twisted real hard to get them to offer FTTN services to TPIAs.

It's such a mess.

I think Bell wanted to give access to the FTTN (then only ADSL2+) stuff a few years earlier than it did, but one of the catches was they wanted the same hard caps that they had on their own subs, which they didnt agree to.

In the current situation there is nothing innovative. Its the same cable/modem with just a different profile at 60/30 instead of 60/10.

They already offer 30 mbps up with their 200/30 to TPIA.

Too bad ;(
