WOW in pinellas

Well this is the time of year when people in Florida start repairing their lawns. I was putting some St. Augustine plugs in and unfortunately hit the cable line. This cable line wasn't buried in the ROW, and was only about an inch (2 inches according to the tech). After calling tech support, and initially talking to the technician, no mention of a fee. Once the repair was complete, he suddenly wanted $30. They bury this tiny little cable, right center of my walkway and certainly not in a ROW, or easement. Brighthouse buried a huge well protected cable about 6-8" deep, but WOW buries this little cable between 1-2" below the surface and wants to charge me when it gets hit during the normal course of lawn repair. The technician gave me the "Call Before You Dig" line, but that wouldn't have made a difference, because I was hand digging.

Good thing: Wow came out to fix it same day
Bad Thing: They wanted to give me drama for hitting an extremely shallowly buried cable.
