Thanks to USA and the other networks, I'm fine with 13 eps. If that helps keep the production value high, and the possibility of renewal at better odds.

It's not so much that it keeps production values high, but that it keeps the storyline tight.

So many shows go off on crazy tangents just to "fill time" when you're on a 22 episode series.
