I haven't seen anything like that in many years for Flash Player. It doesn't even look like there is an option to download to disk and then install! I would NEVER not download to disk first so that I have a copy in case I need it later. I don't install things I can't download to disk first.
So, I use the OP's link. Then I reset Flash Player to NEVER update and I watch for an update thread here to know when it is time to download a new version. |

It seems to be working for me on the Flash Help page. This is on Fx 24.5 ESR.
However, the Flash help page reports that I am on Windows 7! I'm on Windows 8. |
