[Speed] upload speed- Emmaus, PA

I have the Mach 25 Modem Service. I think I'm supposed to get around 4.0 Mbps upload and I've been only getting a bit over 1.0 Mpbs. I recently had download speed problems and they swapped a docsis 2.0 modem to a docsis 3.0 and now my download is a solid 25Mpbs. However the upload has suffered since then. I ran a test at
»pa.speedtest.rcn.net/ and I got this-- Max Upload Speed: 1.13Mbps (copy and pasted)
