does TWC have filter to limit bandwidth dl on certain domain?

No. There are no caps, no throttles.

EDIT: I am editing my post. I saw you are talking about Rapidgator, and since I didn't know the website I did some research and found it is a file hosting site that has a free option, and a paid option.

My experience with other file hosting sites is that the free option usually is throttled by that website in order to entice you to buy a premium account.

So if you are using the free version, it is very likely that you are throttled by THEM, not by TWC.

I have a paid Rapidgator account. It is faster when I download from another ISP and dog slow downloading from TWC. I get 50K on TWC. Any other ISP over 600K.

Use idm : internet download manager.

It will give huge boost.

I also have Paid rapidgator acct, its suppose to be unlimited, when i dl from other than TWC, i can get as fast as 9M download.

i only got 50-100K at TWC. but same TWC line dl at other host can get up to 1.5mb.

Yes i uese dl manager like jdownloader.

are there any way to bypass this filter? can vpn service work?

p.s. i have this slow down issue about 6 to 8 months ago, i don't have this slow down preivously.

jdownloader is not good for giving you best speeds , even me on fios I had slow speeds with browser/jdownloader

when I fired up idm (internet download manager) speeds went UUuuuuuuuuuuuuuup trust me.
