Sync speed twice nominal
I signed up for U-Verse 18 Mb/s, however, my gateway says it is synced at about 30+ Mb/s. What's with that?

Sync has nothing to do with your provisioned speed. Sync is just the maximum rate your modem could get a decent lock on the signal.
