You really can't work on the SAME sheet with the regular Excel, it keeps the file open. Other users can open a read-only version of the same sheet, and get notified when the file is closed. This is basically how my team does it (15 members, we have to put updates in a Excel sheet, but we really only need the spreadheet 15-30 minutes a week, so we open it, put in the update, then close it again 5 minutes later).

A "shared workbook" is not quite the same as a regular Excel sheet, and Excel was never designed to be multiuser, and usually you do end up with problems.
If it HAS to be Excel, using sharepoint with the web client is probably your best bet if you need to input at the same time. If this is a more permanent situation (ergo, the spreadsheets are intended to be used for many years to come as a daily part of doing business), you may want to look in a database-like solution. You can use Microsoft Access in smaller environments (5-10 people) and create a database that everyone can access at the same time, and allows simultaneous editing. For larger environments you may want to look at a database server.
You can convert an Excel sheet to an Access database as well.
