Google → disabling apps from sending data when out of the country

I will be traveling soon and want to disable apps from refreshing and sending data when they synch. I will have a 100 mb international plan and will keep mobile data off most of the time, but I may want to turn it on briefly to check email. When I turn mobile data on, I don't want all my other apps synching. Any suggestions?

Airplane mode. Then turn on Wifi when you need to.

Thank you so much. That is exactly what I was looking for, when I connect my phone to the cell network or WiFi out of the country, I want to be very careful about which apps transmit or receive data.
