i'm also on 60/10 320GB cap.

And I have no problem hitting 7.5 mb/sec which is 60Mbps.

I''ve seen it peak as high as 9.3mb/sec on torrents with alot of seeders.

I'm on the HF 60 Unlimited plan but I usually get speeds around 80-90

Definitely getting more than what I pay for.
