AppleTV and Windows 8

My dad wants to get an AppleTV, he have a Windows 8 laptop I think. Will he be able to share his photos from his laptop to the ATV?
Would a Roku or something else be better?

Yes he can share his photos. Either through iCloud Photos if he has an iCloud account or through HomeSharing.

This software will allow you to mirror your computer screen up on the Apple TV and while you could certainly use that to display photos it is overkill and of course requires that you are at your computer to control what is showing. The options I mentioned don't require that.

How does HomeSharing work on a PC, does he have to pick the directory where his photos are?

in iTunes click the file menu and go to Home Sharing. In the submenu there will be: "Choose photos to share..." Then you can choose the folder with your photos.
