Well actually the set top boxes have a modem built into them which up until now has been inactive. This modem will be activated for the new guide to work.

But that has nothing to do with IPTV, and that doesn't mean that boxes haven't been communicating over IP before they switched to using DSG.

DSG for the return channel is more of a layer 2 change than a layer 3 change.

While you are correct it doesnt constitute IPTV it does lay the ground work for the future.

Correct, not true IPTV but the guide and software will be run through the modem as they will not be downloaded to the boxes just streamed to them via ip.

Actually, for the boxes that won't run them, the guide will be streamed over a QAM video channel.

The Charter App for phones and tablets is what sets the stage for IPTV. The new cloud based UI will be part of it, but the real IP video infrastructure was built for the mobile apps.
