Cogeco slow as shit, continuous issue

I have had this issue since the begining of the year and I have called like 3 times to schedule a tech but each time I do the stupid moron tech that works my area does a test from his end and says its all good because when he does it the issue just so happens to not be occuring at the time.

One time I scheduled and the tech was a noshow so I just gave up, this is ridiculous but not a surprise. Worked at SP Data and I can say some of the techs need some "extra help".

A test right from the modem

19.98 down and 10.17 up

the down will go between 5 and 25 and upload from 3-9. Xbox one shows 13% packet loss when directly connected to modem. TV works fine.
