Took much longer up here, but it's now like that to (excepting prepaid). Nearly all postpaid cellphone plans no longer have long distance charges to numbers within Canada. It's spreading rapidly, so what few plans (the cheapest plans if any) are still local or provincial minutes will likely move to national minutes at some point.

Even that $25 PM plan (which Telus is continuing to offer on PM's behalf) allows long distance calls from your home area to all of Canada.

(and the $19 plan 'Talk Only' plan covers unlimited calls to all of Ontario)

Yes, that is SOME progress.

What's more, such plans must save the providers on the cost of tallying and billing the calls.
