a waste as those areas will regularly be under water. at some point it has to be recognized that rebuilding in the flood areas over and over, won't slow the rise of the ocean and is a pointless waste.
flood insurance/disaster aid shouldn't pay more than one major claim per property per century.
If your home is destroyed, take the money and find a safer place to live.
