meh that would be a very roundabout way of screwing someone over. plus i would imagine there are more layers of verification beyond the initial sign-up screen. If you did sign someone else up for service, i'm sure that when the tech came to install service for them, they could very easily refuse.
reminds me of a prank i did with some friends years ago; we called Papa John's and ordered 10 pizzas to someone else's house. Turns out, Papa Johns had our phone number logged in their system, and when the very confused residents turned away the delivery man, we (meaning my parents, at the time) got billed for them. Backfired on us a bit
