[Speed] Slow Internet speed with new Modem

So around 2008 or so my Internet speed went in the toilet.whats worse is that I dont know what my speed should be and any attempt to ask windstream has resulted in no answer. Judging by my bill I should be at around 3 mbps which is nowhere near what im getting. instead im stuck at around 1.32mbps but it was consistently bad with the old modem. Recently I bought their new modem which is a Sagemcom in an attempt to better my speed or so I hoped.

Now its inconsistent and at least once or twice every few hours completely drops for a few minutes like its just giving up on itself. I constantly ran speedtest and never got the same result twice except in the upload speed. See the old modem I was consistently at 1.32 mbps dl speed and 0.32 upload speed and as bad as that is it was consistant. Now its all over the place from anywhere to 0.32-1.12 mbps dl speed and 0.02-0.12 upload.

I might as well not even have an upload speed at this rate. The worst part is at no time during the entire day did it get better or show any signs of having consistency its just all over the place. I went into the routers control panel and saw the signal from their end is sending me 1536 kbps down and 386 kbps up and I know im paying for them to give me more than 1.54 mbps.

I feel I am being rooked out of my hard earned money and im thinking about switching to the only other internet service provider in my area Comcast. Even as bad as their customer service was to me I at least had consistency with my internet.

Nevermind it seemed I have this issue resolved. I was apparently grandfathered years back and no one ever updated me about to or talked to me about the minimum service. I now upgraded to the max speed which was said to take a few days.
